Terms of Service for display.video

Alex and I just discussed how to onboard new partners using only video content. I understand the process of setting up the account on our Fairtube and also know how they can ingest their YT channels, this is clear to me. However, we figured out that at no point we ask the partners to accept the term of service for the Display and basically at this point anyone can open up an account there and upload whatever. Am I correct?
We are contemplating merging the Become a Media Partner and Publish With Us pages on the platform. We would like to introduce a form on the new page where the partners can send us their RSS Feed, and contact information and simply choose how would they like to join (video, audio, text). In this form, we would ask them to accept the Terms of Service and in that way avoid the need to send a pdf each time to a new partner and then wait for them to sign it.
Do you think it would make sense that we would open a new account on the Fairtube for the ones who go through this form? Is this too complicated? How do we make sure that the legal liability is on the content uploader and not on the Display?
