Timetracker

We have compared three nextcloud apps for time tracking #40 (comment 38679) and have activated Time Tracker for fairapps pro users.

If a project is locked, additional users can be assigned. But this seems to require nexctloud 22+.

It seems that we have erronously also activated the time manager app and have de-activated this again, as they are quite similar.
