reduce RTT at medium load on videobridge

When we have a load of > 1500 video streams on videobridge, rouund trip time and jitter may affect audio and video quality. We ono that resources are sufficient (CPU, RAM, i/o, bandwidth).

We might give it a try with a real time kernel linux-image-rt-amd64
