Modified rules for toggling the userlist/whiteboard/chat in HTML5 client.

Prevented user from closing all of the userlist/whiteboard/chat, made it reopen everything on that attempt.

Made the userlist toggled off by default when user enters the meeting using mobile device in landscape orientation.
