Allow for matrixIDs as moderators or allow for a list of matrixIDs that shall not be kicked

There are some ad-hoc matrix-users (DeepL bot, ChatGPT bot, News Bot, some service accounts) living in rooms which dont exist in LDAP and they cannot be excluded from the kick-list as of now since the moderator list only takes in a LDAP filter
