power levels

We could try setting the power level at creation to 101 so we have control over all other admins with power level 100, but then we need to check how synapse and the element clients react to this. For now, we'll try setting everyone to 50 and maybe later we can try bumping up the default to 95 and maybe change the room permission settings but power level 101 sound like an easier solution.

What about rooms that were created before, can we give a bot user 101 power level??
